Retraction – withdrawal of text from publication

Retraction is carried out for the following purposes:

- addressing errors in published content while maintaining a non-punitive approach toward authors;

- notifications to readers that a publication contains serious shortcomings or erroneous data that cannot be trusted. In this case, the unreliability of the data may be the result of both an honest mistake and deliberate misconduct by the authors of the publications;

- warning readers about cases of duplicate publications (when authors present the same data in several journals), plagiarism, concealment of conflicts of interest that could influence the interpretation of data or recommendations for their use.

Reasons for retraction

- detection of incorrect borrowings (plagiarism, self-plagiarism) in the publication;

- duplication of the article in several journals;

- detection of falsifications or fabrications in the work (for example, manipulation of experimental data);

- detection of serious errors in the work (for example, incorrect interpretation of results), which casts doubt on its scientific value;

- incorrect authorship (omitting deserving contributors or including individuals who do not meet authorship criteria);

- conceal a conflict of interest (and other violations of publication ethics);

- republication of an article without the author's consent;

- the article has not undergone a peer review procedure.

Process of retraction

 

I. If the author/authors find it necessary to retract the article, they contact the Editors of the journal, giving a reasoned explanation for their decision. If the Editorial Board does not respond to such a request, it is appropriate to seek assistance from the Council on the Ethics of Scientific Publications. If the Editorial team responds to the authors and agrees to the retraction, it then independently retracts the text. 

If the Editors decide to retract a text based on its own expertise or information received by the Editorial Board, it is important to inform the author(s) about the decision. The author (lead author in the case of collective authorship) must receive the justification for the retraction of the article.

If the author(s) ignore the editorial request, it is appropriate to seek help from the ASEP Council on the Ethics of Scientific Publications.

II. Having made a decision to retract an article, the editors indicate the reason for the retraction (in case of detection of plagiarism – with an indication of the sources of borrowing), as well as the date of retraction. The article and description of the article remain on the journal's website as part of the corresponding issue of the journal, but the electronic version of the text is marked RETRACTED and the date of retraction, and the same mark is placed next to the article in the table of contents of the issue.

III. A protocol is submitted to the ASEP Council on the Ethics of Scientific Publications and scientific databases (Scientific Electronic Library, CyberLeninka), which indicates the date of the meeting, the composition of those present, the results of the examination, the reasoned decision and the completed form:

1. Full name of the author and title of the article.

2. Title of the journal from which the text is being retracted.

3. Initiator of the retraction of the article.

4. Reason for retracting the article and date of the decision.

5. Link to the page on the publication's website that provides information about the retraction.

6. The article's output data and DOI (if any).

7. Subject area (social sciences; agriculture, etc.).

Consequences of retraction

 

Information about retracted texts is transmitted:

- In the Scientific Electronic Library (elibrary.ru) (information about the article and the full text remain on elibrary.ru, but is supplemented with information about the retraction; retracted articles and references from them are excluded from the RSCI and are not included in the calculation of indicators);

- In CyberLeninka (information about the article and the full text remain in CyberLeninka, but is supplemented with information about the retraction);

- To the ASEP Council on the Ethics of Scientific Publications (for adding information into a single database of retracted articles https://rasep.ru/sovet-po-etike/retracted-articles).

Information about retracted texts is posted on the website of the scientific journal “Sotsium i vlast/Society and Power”.
