The editorial board of the journal "Sotsium i Vlast (Society and Power)" follows the principles of international publishing standards based on the recommendations of the Committee on Publication Ethics (COPE) (сделать ссылку на COPE: https://publicationethics.org/) and the Association of Scientific Editors and Publishers (ASEP) (сделать ссылку на АНРИ: https://rassep.ru/sovet-po-etike/manifesty/deklaratsiya/). The standards should be observed by all participants in the publishing process: authors, peer reviewers, publishers and editorial board members.
AUTHOR'S ETHICS
Authorship of the Paper
By submitting the manuscript to the Editorial Board, authors acknowledge their authorship. The author(s) warrant(s) that all those involved in the writing process are listed as co-authors. Each co-author agrees to accept responsibility for all aspects of the manuscript.
Co-authors of the article should include all persons who have made a significant contribution to the conception of the paper, development of the research concept, execution or interpretation of the presented research. Among the co-authors it is unacceptable to indicate persons who did not participate in the study.
In addition to being responsible for those parts of the work that the author performed himself, he should have an idea of which co-authors are responsible for other specific components of the work. In addition, authors should be sure of the integrity of their co-authors' contributions.
Individuals who made minor contributions to the manuscript should be mentioned in the Acknowledgements section of the manuscript.
The author(s) indicate in the manuscript of the article the source of funding for the research (if any).
Affiliation
The author(s) must provide accurate information about place of work, position, degree, title, identifiers (ORCID), and correctly provide contact information.
Requirements for articles
The author of the article must provide reliable results of the conducted research. Plausibly erroneous or falsified statements are unacceptable.
Originality and plagiarism
The author(s) warrant(s) that the research results stated in the submitted article manuscript are completely original. When using textual or graphical information derived from the work of others, references to the relevant publications are required. Borrowed fragments or statements should be executed with obligatory indication of the author and primary source. The author(s) guarantee(s) correct and accurate quotation of other people's works. Excessive borrowing, as well as plagiarism in any form, including unattributed quotations, paraphrasing, or appropriation of the results of others' research, is unethical and unacceptable.
The contributions of all individuals who have influenced the research in one way or another should be recognised, and in particular, the paper should provide references to papers that were of significance in conducting the research.
Fundamental errors in published works
If an author discovers significant errors or inaccuracies in an article at the review stage or after it has been published, he or she should notify the journal's editorial board as soon as possible.
Multiple publications
An author should not submit to the journal a manuscript that has been sent to another journal and is under review, as well as an article already published in another journal. Duplication in different publications of the same author's text without reference to it (self-plagiarism) is not allowed.
EDITORIAL STAFF’S ETHICS
Publication decisions
The decision to publish a manuscript is made by the Editor-in-Chief on the basis of scientific reviews and the opinion of the Editorial Board members. When making a decision on publication, the Editor-in-Chief of the journal is guided by the reliability of data presentation and scientific significance of the work under consideration. The editor should not allow a manuscript for publication if there are sufficient grounds to believe that its text is plagiarised.
Decency
Editors should evaluate the intellectual content of manuscripts without regard to the race, gender, sexual orientation, religious views, ancestry, citizenship, social status, or political preferences of the authors.
Confidentiality
The editors consider author's material confidentially, not allowing this information to leak outside the editorial office. Unpublished data obtained from manuscripts submitted for consideration should not be used for personal purposes or shared with third parties without the written consent of the author. Information or ideas obtained during the editing process and related to possible benefits should be kept confidential and not used for personal gain.
Disclosure Policy and Conflicts of Interest
Editors should recuse themselves from reviewing manuscripts where there is a conflict of interest due to competitive, collaborative and other interactions and relationships with authors, companies and possibly other organisations associated with the manuscript.
Publication Oversight
The Editorial Board reserves the right to reject an article without peer review if it is deemed to be of low quality or unsuitable for the readers of the journal. This decision is made in a fair and impartial manner, taking into account the journal's editorial policy.
Involvement and cooperation in investigations
The editor together with the publisher should not leave unanswered any complaints regarding the manuscripts or published materials reviewed and, if a conflict situation is identified, take all necessary measures to restore the infringed rights.
Editors should maintain a neutral position regarding the author's opinion.
REVIEWER ETHICS
Contribution to editorial decisions
The reviewer's expertise helps the Editor-in-Chief to make the decision to publish the manuscript and also contributes to the quality of the manuscript.
Timeliness of the review
A reviewer should notify the editor and remove himself/herself from the manuscript review process if the reviewer is not an expert in the field of the article or knows that he/she will not be able to submit a review of the manuscript in a timely manner.
Confidentiality
A manuscript received for review should be treated by the reviewer as a confidential document that should not be shared for review or discussion with third parties not authorised by the Editor-in-Chief.
Unpublished data obtained from manuscripts submitted for review should not be used by the reviewer for personal purposes.
Objectivity and independence of reviewing
The reviewer is obliged to give an objective and reasoned assessment of the stated research results. Personal remarks to the author are inadmissible. The reviewer must express his/her opinion clearly, stating his/her arguments.
A reviewer who, in his/her opinion, is not qualified to evaluate the manuscript or cannot be objective, for example, in case of a conflict of interest with the author or organisation, should inform the editor with a request to exclude him/her from the process of reviewing the manuscript.
Acknowledgement of Sources
Reviewers should identify significant published works relevant to the topic and not included in the bibliography of the manuscript. Any statement (observation, conclusion, or argument) previously published should be appropriately referenced in the manuscript bibliography. The reviewer should also draw the editor's attention to any significant similarity or overlap between the manuscript under review and any other published work. RETRACTION (withdrawal of a text from publication)
In case of detecting violations of editorial ethics, retraction of published materials is possible, which is carried out on the basis of the "Rules for withdrawal (retraction) of an article from publication" of the Association of Scientific Editors and Publishers (ASEP). Information about the withdrawn texts is transferred to the SEL (elibrary.ru), to CyberLeninka, to the Council on Ethics of Scientific Publications (for entering information into the unified database of retracted articles). Retracted articles and references from them are excluded from RSCI and do not participate in the calculation of indicators.
Retraction is conducted for the purpose of:
- correcting published information and ensuring its integrity, rather than punishing the offending authors;
- alerting readers that a publication contains serious flaws or erroneous data that cannot be trusted. At the same time, inaccurate data may be the result of both good-faith misconceptions and deliberate violations by the authors of publications;
- alerting readers to cases of duplicate publications (where authors present the same data in multiple publications), plagiarism, and the concealment of conflicts of interest that may have influenced the interpretation of data or recommendations for their use.
Grounds for retraction
- detection of incorrect borrowings (plagiarism, self-plagiarism) in the publication;
- duplication of the article in several publications;
- detection of falsifications or fabrications in the work (e.g., falsification of experimental data);
- detection of serious errors in the work (e.g., incorrect interpretation of results), which casts doubt on its scientific value;
- incorrect composition of authors (there is no author who is worthy of being an author; persons who do not fulfil the criteria of authorship are included);
- hidden conflict of interest (and other violations of publication ethics);
- republication of the article without the author's consent;
- the article did not go through the peer review procedure
Retraction procedure
I. If the author/author's team finds it necessary to retract the article, they apply to the editorial office, explaining the reason for their decision. If the Editorial Board does not respond to such a request, it is appropriate to seek assistance from the Council on Ethics of Scientific Publications. If the editorial board responds to the authors and agrees to the retraction, the editorial board then proceeds to retract the text on its own.
If the editorial board decides to retract a text on the basis of its expertise or information received by the editorial board, it is important to inform the authors/author team of the decision. The author (lead author in the case of collective authorship) should be familiarised with the wording justifying the retraction of the article.
If the author/author team ignores the request of the editorial office, it is appropriate to seek help from the Council on Ethics of Scientific Publications.
II. Having made a decision to retract the article, the editorial board indicates the reason for retraction (in case of plagiarism - with an indication of the sources of borrowing), as well as the date of retraction. The article and the description of the article remain on the Internet site of the journal as part of the corresponding issue of the journal, but the electronic version of the text is labelled WITHDRAWN/RETRACTED and the date of retraction, the same marking is put with the article in the table of contents of the issue.
III. The Council on Ethics of Scientific Publications and Scientific Information Bases (as well as SEL, CyberLeninka) shall be provided with the minutes, indicating the date of the meeting, the composition of the meeting, the results of the examination, the reasoned decision and the completed form:
- Author's full name and title of the article.
- Name of the publication from which the text is withdrawn.
- Initiator of the article withdrawal.
- Grounds for withdrawal of the article and the date of the decision.
- Link to the page on the publication's website where the information about the retraction is given.
- The output data of the article and DOI (if available).
- Subject matter (social sciences; agriculture, etc.).
Implications of retraction
Information about retracted texts is transferred:
- To SEL (elibrary.ru) (information about the article and full text remain at elibrary.ru, but is supplemented with information about retraction; withdrawn articles and references from them are excluded from RSCI and do not participate in the calculation of indicators);
- CyberLeninka (information about the article and the full text remain in CyberLeninka, but is supplemented with information about retraction);
- To the Council on the Ethics of Scientific Publications (to enter information into the unified database of retracted articles https://rasep.ru/sovet-po-etike/retracted-articles).
Information about the withdrawn (retracted) texts is posted on the website of the scientific journal "Sotsium i Vlast (Society and Power)".
The retraction procedure is carried out without the statute of limitations for publication.
