Abstract

The purpose of the research is to clarify the current problems of education in terms of education management and to work out the ways of solving them within the framework of the humanistic paradigm, that is, “management for human education”, presenting these solutions as implementing the required model of teachers’ training.

Methodology. The author implements the approaches of education anthropology, the basis for which was provided by monitoring in action, textual records and research letters, as well as general philosophical methods.

Scientific novelty of the research lies in the anthropological view of the education problems, including the sphere of management. The perspective of the modern situation under study, that is, the neoliberal and managerial context add to the degree of scientific novelty.

Results. Different conceptions of education management are revealed and the corresponding management models are considered, the difference of which is explained by opposing the humanistic and managerial paradigms. In a number of problems of education management, beyond the usual ones that appear for the collectives of educational organizations, it became obvious that new problems have emerged due to introducing “new management”, which has a noticeable impact on the goals and values themselves, distorting “human education”. As a response required from management to the needs of education in line with the humanistic paradigm, a “synergetic model of management” and “democratic management of education” are proposed.

Conclusions. On the basis of analyzing the problems and education management models required for education, the author draws conclusions for teachers’ training: highlights the ideas that make up its guidelines, and outlines possible approaches to the content and methods of teaching education managers and teachers in line with the model “Creative, autonomous, reflective teacher” corresponding to the humanistic paradigm.

Abstract

Introduction. The article studies some aspects of the phenomenon of human individuality. Human individuality is a subject of research interest in many sciences. In the process of human development, the inner world of human individuality, unique in its multidimensionality of consequences, began to be exposed, it is a form of human subjective being, and exists and acts autonomously, while maintaining its integrity. The purpose of the study is to identify basic approaches to defining the ontological essence of a person’s individuality.

Research methods: historical and analytical method, conceptual and terminological analysis, analysis, synthesis, generalization, abstraction and concretization, comparison, etc.

Scientific novelty of the study. The article provides a definition of the phenomenon of «human individuality» from the standpoint of different interdisciplinary directions. The authors note that individuality is not a self-contained integrity that arbitrarily constructs an external and internal manifestation, that is the subjective world of human reality, but rather resembles a space in which the finite and infinite collide, and the opacity of semantic content collide with the content which has already been manifested.

Research results: The paper presents various approaches to the phenomenon of individuality from the standpoint of different worldview positions. The authors note that individuality is not a selfcontained integrity that arbitrarily constructs its external and internal manifestation - the subjective world of human reality.

Conclusions. The authors note that the essence of individuality is not an alienated sign of the nature of a specific event in the history of evolution. Individuality provides a person with a high opportunity to become a thought of being. In this situation, a person, of course, feels himself an ontological unit responsible for being, realizing himself as a bearer and participant in the meanings of being In the process  of understanding his individuality, a person is aware of himself as a subject of the historical process, civil history, potentially possessing all the characteristics of an individualized human race, the ways he unfolds a multidimensional individuality in a generational space - the time of eras, processes that have distinguished a person from living nature.

Abstract

Introduction. On the territory of the Chelyabinsk region there are 16 single-industry towns, the labor market and employment of which depend on the socio-economic situation of the single-industry enterprise. This state of matters results in the growth of unemployment, decrease in the level of human capital, the population’s life quality, and the loss of scientific and production potential. According to the authors, developing the theoretical foundations of the labor market and employment digital transformation in a single-industry town will make it possible to find alternative ways of employing the population in order to improve regional policy on the labor and employment market. The purpose of the study is to develop the theoretical foundations of the labor market and employment digital transformation in a monotown.

Methods. The authors use the following scientific methods: system analysis, comparison, description, generalization, systematization, formalization, analysis of sources, etc. The scientific novelty of the research consists in defining the concepts «digital transformation of the labor market of a monotown», «digital platform of the labor market»; in determining changes in the elements of a monotown labor market structure in the processes of digital transformation; in determining the subjects, objects of the labor market digital transformation; in developing a comparative characteristic of the traditional labor market and the labor market of Industry 4.0 monocity; in developing recommendations for the digital transformation of the labor market of a monotown in order to improve the regional employment policy.

Results and conclusions. As a result of analyzing the structure of the population’s employment in single-industry towns of the Chelyabinsk region, the authors determine quantitative transformations in the number of the residing population, the average number of employees towards its reduction; the authors characterize the average monthly salary of workers in organizations of single-industry towns as unstable. The analysis of unemployment shows that there is a tendency for the number of youth among the unemployed to grow, at the same time, hidden unemployment is decreasing; in general, the unemployment rate in single-industry towns is higher than in the Chelyabinsk region for the entire study period. The analysis shows that it is necessary to search for alternative ways of employing the population, of decreasing the unemployment rate, which made it possible to develop theoretical foundations for transforming the labor market and employment of a single-industry town.

Abstract

Introduction. The relevance of the topic of the article is conditioned, on the one hand, by the necessity to assess the effectiveness of using the managerial potential of the key employees at the coal industry enterprises in Russia, on the other hand, by the lack of a scientific and methodological basis for solving the problem. The gap will not allow Russian coal companies to master the trajectory of sustainable economic development in the near future. The purpose of the article is to develop a methodological approach to assessing the effectiveness of using the managerial potential of key employees in the coal industry.

Methods. The author uses the methods of systemic, semantic and retrospective analysis, as well as benchmarking.

Scientific novelty of the research. The author proposes a methodological approach to assessing and forecasting the effectiveness of using the managerial potential of key employees, a distinctive feature of which is determining the congruence of the internal competitive environment of a coal mining enterprise to its external environment.

Results. The outlined approach to assessing the effectiveness of using the managerial potential of key employees makes it possible to predict and plan the trajectory of its development, taking into account the congruence of the internal competitive environment of an enterprise to the external environment, an innovative market economy.

Conclusions. On the basis of the obtained quantitative results of assessing the effectiveness of using the managerial potential of key employees, the author concludes that there are significant opportunities to increase the level of managers’ competitiveness and the sustainable operation of coal industry enterprises in Russia, the implementation of which is achieved by the balanced development of managerial potential and strengthening the congruence of the internal competitive environment of an enterprise.

Abstract

Introduction. Analyzing the popularity of television series in the XXI century makes it possible to conclude that this format of video production has changed significantly in comparison with the second half of the XX century: the fascinating (seductive, enchanting) function in it dominates over the narrative-entertaining one. At the same time, not only the individual performer becomes the instrument of fascination, but the entire specially created visual environment of the series. This situation makes it possible for a researcher, on the one hand, to identify the most significant emotional and psychological needs of modern society and thereby clarify some of the philosophical and anthropological aspects of today’s culture. On the other hand, it makes it possible to classify serial production on the basis of hedonistic values, that is, to identify the basic models by which the fascinating environments of popular serials are created. One of such models, the existential one, becomes the subject of special attention in the article. The purpose of the study is to present the existential model as one of five generative models of the screen spectacle on the basis of analyzing visual cues from the 2020 television series (Tales from the Loop. Amazon Studio, Fox 21 Television Studios, USA, 2020); to consider «Tales from the Loop» as a screen model that gives a viewer the experience of philosophical and anthropological reflection.

Methods: In the course of the study, the authors use general scientific methods of analysis and synthesis; the method of phenomenological reduction, which makes it possible to record the sensually perceived qualities of object-spatial screen images; a hermeneutic method that makes it possible, on the basis of visible sign structures, to reveal the deep intentions of a visual image.

The scientific novelty lies in the fact that we consider the television series as an anthropological phenomenon, not only reflecting the interests, aspirations and values of the society, but also modeling the society through a deep suggestive (fascinating) influence. A typology of such environments is created, corresponding to basic hedonistic needs and reflecting the degree of demand for certain states of pleasure in modern society. The method of creating a visual environment that draws a viewer into a state of philosophical reflection, which in this case is interpreted as a way to achieve «the fulfillment of being» (Aristippus), is specially clarified.

Results. In the course of the analysis, the authors applied to television production a hedonistic-ontological typology of a visual image, which includes five generative models; a targeted analysis of the popularity of the most influential television series of the 2000s – 2020s was carried out, taking into account the level and causes of spectator fascination; as exemplified by the television series «Stories from the Loop» and in the course of the analysis of its visual components, it becomes clear how the modern series succeeds in involving a viewer in a state of philosophical reflection.

Conclusions. The philosophical and anthropological analysis of the modern television series shows that the entertainment and narrative functions that are relevant for the twentieth century have been replaced by the function of fascination, a deep influence on a viewer at a suggestive level. In this case, the purpose of fascination is to involve a viewer not only in hedonistic states of pleasure, but also in states of faith or philosophical reflection.

Abstract

The article proceeds from the concept of understanding local government in Russia as a projection of the potestar (pre-state) organization of public life, which transforms under the dominance of methods of state organization of public life, but retains its influence as the essential core of political and social interaction between people. The existing complex «state-municipal» mechanism for exercising power at the local level largely determines the forms and nature of political actors’ interaction at the regional level. State authorities, which are focused on the totality of their own administrative influences, have not yet succeeded in fully integrating local self-government into the general public space of responsibility for powers, since local power is unbuilt initially on the principles of autogenesis, autochthony and autonomy. The current situation contributes to the archaicism of a part of social relations. For some time now, to work in the multidimensional reality of society, the authorities have begun to need analytical models to understand what is happening. As an explanatory theoretical basis for the modes of existence of local authorities developed and described by the author in the current stage of development of Russian statehood, a modal methodology is used, supplemented by the results of constructing model-oriented political ontologies, which reflect the aggregates of the layers and actors of the municipal sphere of sociopolitical reality at the regional level that are actually and actively present in the Russian society. The

author is interested in searching the patterns that operate in the environment created and cultivated by the organizational and activity efforts of state structures against the background of sociocultural and other characteristics inherent in the regions. Possible working models for the needs of public administration arising from the modes offered by the author are still under development, since the reform of constitutional rules proposed by the country’s leadership raises the question of new forms of organizing the continuum of coexistence and interaction of local and state authorities in Russia. The article outlines the main research lines that indicate a number of features and reference points of the author’s approach in understanding the relationship between local government and municipal government, which may serve as an occasion for a new circle of discussions of specialists interested in the prospects for the development of political potential in the Russian municipal environment.

ций показывает уменьшение напряженности

вокруг определения того, что есть философская

практика, и каковы ее цели в пользу многоо-

бразия представлений. Сомнения по поводу

границ применения философской практики

также уменьшились, и кажется, что философская

практика готова если не четко определиться,

то размышлять о себе через исследования,

публикации, создание сетевого взаимодействия

и структурирования.

Abstract

The article is an analytical and critical review of the main ideas of philosophical practice. The review was prepared on the basis of the author’s personal participation in the work of international conferences on philosophical practice over the past three years. The comparison of the three last conferences reveals how tensions around definitions and goals of the practice have been reduced in ways that reflect an openness and appreciation of multiplicity. The anguish surrounding the boundaries of the field have decreased as well, and is seems that philosophical practice is ready to reflect on itself through the research, publication, networking and mapping.

Abstract

The article is an overview of the VI Scientific and Practical Conference «Internet beyond 2020» (April 22-24, 2021) organized by the online school of Internet research with the support of the Higher School of Economics. The conference program included workshop reports and round tables on the role of the global network, the evolution of art and education during the COVID-19 pandemic. The conference brought together representatives of social sciences and humanities (sociologists, cultural scientists, linguists), artists, designers, and specialists in the field of Internet studies. The organizers and participants of the conference tried to answer various questions, including the following. Is a modern person witnessing the emergence of fundamentally new anthropological practices? Is it possible to obtain a comprehensive picture of digital realities from single events of Internet studies, as well as predict the emergence and development of yet unknown social and anthropological transformations? Is it possible for a post-pandemic narrative conceptualizing the heterogeneous eventuality of our time to emerge?
